Starting game in compatibility mode makes Script Extender unseen for the game. Script extenders may or may not work if on STEAM (not sure) however every primary file as user said must be in same folder as Falloutnv.exe, and falloutnvlaucher. The problem is, the game simply will not launch with mods.
